New Bill Will Eliminate Housing Barriers for Pet Owners In California

California tenants with pets rejoice - a new bill that stops landlords from denying housing to pet owners is in the works!The chair of the California Legislative Renters Caucus, Matt Haney, has introduced legislation that would compel landlords to accept tenants with pets. The bill, AB 2216, will insist that landlords have reasonable reason(s) for not allowing a pet in the rental unit. The biggest change, however, is that the bill prevents property owners from asking about pet ownership before the tenant’s application has been approved.The new bill, which is sponsored by the Humane Society of the United States, aims to solve a big problem in the rental world - a surplus of tenants with pets and a lack of landlords willing to rent to them.California has one of the highest number of tenants in the country, and close to 70% of them are pet owners. Alas, under current law, only around 30% of all rentals are pet-friendly. The lack of pet-friendly housing is causing almost a million tenants to keep pets in their rentals hidden from their landlords. This solves nothing. On one hand, landlords are left without adequate coverage for potential damages. On the other hand, pet owners are left living in constant fear of being kicked out of their homes. Andrea Amavisca, a senior legislative advocate at the California Immigration Policy Center, told the LA Times that she and her partner spent over a month looking for a two-bedroom rental in Sacramento that would allow for a small cattle dog mix.“Landlords that initially liked our application would suddenly stop answering our calls once they found out we had a dog. Or others would require a pet deposit close to $1,000 that would put the unit totally out of our budget.”Amavisca added it felt unfair that almost every landlord had a different pet policy with varying fees they could change as they pleased. Some landlords charged only $20 a month while others asked for four-figure cleaning deposits. The new bill doesn’t address fees and doesn’t prevent landlords from excluding certain types of pets. Haney’s legislation defines a common household pet as a domesticated animal, such as a cat or dog, that is kept in the home for pleasure rather than commercial uses. While pet owners are relieved to hear about the legislation, property owners are already expressing their concerns. The biggest issue is that landlords will be forced to take on pets, and the increased risk of potential property damage that comes with pets, without a pet deposit as a safeguard. Haney explained that exceptions would be made for landlords with reasonable excuses for not allowing pets on their property. “What we see too often is just these blanket prohibitions of pets with no good reason for it, with no required justification for it and no protection of pet owners, who represent the majority of California’s renters, to be able to access housing just like anyone else,” said Haney.According to Jenny Berg, California director for the Humane Society of the United States, extra fees and bans add to the overcrowding crisis in animal shelters nationwide. “One of the reasons why people relinquish their pets is because they can’t find affordable housing or housing at all that can accommodate their pets,” she said. Haney’s bill could make a massive change, as it would remove the barriers tenants face when looking for housing for them and their four-legged companions.“We want a renter to be considered first and decision made about whether they meet the requirements for the apartment,” said Haney. “And then, after that fact, they disclose that they have a pet. More Dogs Than Ever Euthanized as Shelters Hit Capacity

Each year millions of cats and dogs enter shelters and rescues nationwide. Almost a million more animals have entered and lingered in the nation’s shelters in the last three years, resulting in an ongoing capacity crisis. Last year, 3.2 million dogs entered shelters and rescue organizations nationwide. More than 359,000 dogs were euthanized in 2023, compared to 330,000 cats that were euthanized last year. This marks a four-year peak in non-live outcomes for dogs and the first time the number of dogs euthanized has surpassed the number of euthanized cats.  These heartbreaking findings were published in an annual report of shelter populations compiled by Shelter Animals Count, an Atlanta-based nonprofit organization founded in 2012. “Everywhere you turn, the shelters are in crisis,” said the organization’s executive director Stephanie Filer. “It’s truly about an imbalance of animals coming in at faster rates than they’re leaving.”According to Filer, for years cats were considered most at risk because they entered shelters at high rates, but faced low adoption rates. However, focused efforts to reverse these trends are giving results, and the newest data shows a positive shift.“We have seen major positive change,” said Filer. “Adoption rates are high and intakes have decreased, and there are efforts to keep cats at home or in their communities.”Unfortunately, dog programs are suffering, with adoption rates significantly lower than in recent years. “Too many dogs are entering shelters and being left behind,” added Filer, according to USA Today. “Unlike cat adoptions, which continue to increase, dog adoptions have essentially flatlined.”When people think of animal shelters, most imagine scores of large-sized mixed breeds and pit bulls. But in reality, there are purebreds like huskies, French bulldogs, Labradors, and even designer dogs.The one thing no animal advocate thought possible happened - the rates of dog euthanasia surpassed the rates of cat euthanasia for the first time in a long time. “The real reason we’re saying, ‘Wow,’ is that it wasn’t that way for a lot of years. And now it is,” said Filer.More than 6.5 million cats and dogs ended up in U.S. shelters and rescues in 2023. While the number of intakes remained relatively steady, this was the fourth consecutive year of overpopulation. While more dogs were adopted in 2023 than in 2022, the adoption rates were insufficient to meet the demand.The high cost of living, job loss, and housing cost challenges are the main reasons adoption rates aren’t keeping up with animal intake. At the end of 2023, an additional 70,000 cats and 107,000 dogs are waiting for a forever home in one of the many shelters and rescues nationwide. “With more animals entering shelters than leaving, animal welfare organizations and their communities need to continue working together to keep pets in loving homes and out of shelters, including finding ways to increase access to veterinary care and advocating for pet-friendly housing policies,” said Matt Bershadker, president and the CEO of ASPCA.Experts agree that the promotion of shelter adoptions is the best way to solve the ongoing capacity crisis. Adopting an animal from a shelter saves a life, but it also supports the struggling shelters and their staff. Although adopting a cat or a dog from a shelter isn’t possible for everyone, there are other things you can do to help. Although some dog breeds shed less than others, no dog is truly hypoallergenic because it’s their dander and not hair that triggers an allergic reaction. Zoonotic diseases are another downside of sleeping with pets. “One-of-a-Kind” Cat With Two Noses Searches for Her Forever Home

As rescue cat parents and rescue advocates, we know firsthand that every cat has a unique story to tell. But some cats truly stand out and make their mark on the world. Nanny McPhee, a rescue cat who recently came into the care of the Cats Protection Warrington Adoption Centre. It’s not the way this sweet girl came into the shelter or her life before that has everyone talking… It’s a VERY unique physical feature – her nose, or “noses,” in her case! The sweet kitty lived in a loving home for the first four years of her life. Unfortunately, her previous owner had to make the difficult decision to contact a rescue due to health and financial reasons. When Nanny McPhee first arrived at the rescue, volunteers and rescue workers noticed a few things about the tuxedo kitty. First, she was a very gentle lady with a love for attention.“She has proven to be a gentle lady who adores a fuss and a cuddle, and we are hopeful her new-found fame will mean she will have no shortage of potential adopters,” shared shelter manager Lindsay Kerr. “She really does deserve a home where she can settle down and become the center of a loving family.” Second, they noticed she had a surprisingly large nose. It was this unique feature that led to her being named after the popular children’s character. But that signature sniffer was hiding an even bigger secret. A check-up with a local veterinarian revealed that the cat had not one but TWO noses, creating the appearance of one large snout. When asked about the discovery, senior field veterinary officer Fiona Brockbank explained that it was the first time they had seen this but that the cat’s unique appearance resulted from a congenital malformation. Other more common examples of this include cleft palates or cleft lips. These conditions can be inherited or caused by an incident during development in utero.

The “mirror test” is used by scientists to help them determine if an animal is self-aware—if an animal looks in the mirror and recognizes themselves in it, rather than thinking that there’s another animal looking back at them, they pass the test and are considered self-aware.Several animals have passed this test, such as primates, Asian elephants, and bottlenose dolphins, among others. More recently, a study has shown that mice can also recognize themselves when they look in the mirror.The Experiment That Proved Mice Can Pass the Mirror TestTo figure out if mice can pass the mirror test, scientists put some white ink on the foreheads of black mice. Then, they let the mice look into a mirror. What they discovered was fascinating: the mice recognized themselves in the reflection and started grooming themselves once they realized that there was something on their head that shouldn’t be there.Also, if the mice didn’t realize that something was on their forehead (when black ink was used so it would match the color of their fur or when the spot of ink wasn’t large enough), they didn’t start grooming themselves. This shows that there was a reason the mice groomed their heads after looking in the mirror, and it was an attempt to clean themselves of the ink stain.In addition to looking at their behavior, the scientists also used gene expression mapping to see which neurons in the brain became activated when the animals saw themselves in the mirror.  Findings Shed Light on Self-Recognition in MiceThis research shows that mice may be self-aware, but there are some things to consider. For example, the mice who groomed themselves to remove the ink were already used to mirrors, while mice who weren’t familiar with mirrors didn’t groom themselves. During the height of the virus rampage, Doug Worple’s job, based at a travel-oriented global digital advertising agency, suddenly experienced a major hiccup. Trying to get a bearing at this trying time, Doug said he “used the moment to take a step back and consider what was next.” And, together with his partner Becca Worple – herself a photographer and a media representative at a radio station – Doug decided it was best to sell their home in Cincinnati, Ohio, in hopes of moving to a family cottage in Ontario. It was a time of big changes."Then the border closed," Doug Worple said. "Now we're two weeks out of closing on our house and didn't know where to go, so we decided to buy an RV and traveled to 35 different states, 17,000 miles in the RV with two of the dogs."And during this incredible and life-changing adventure, the couple decided to start a golden retriever-based business, and to finally settle in beautiful Vermont. "We've just always loved goldens and always wanted to have a lot of goldens," Worple said. "With what I was doing, I saw the power of influencers and social media and all that and I joked we need to have an Instagram farm full of golden retrievers, and soon we started looking at what that might look like."And once they arrived at Jeffersonville, Vermont, a sign they were looking for appeared – and they were left speechless. While driving through town, they suddenly spotted a truck full of golden retrievers, driven by Dana Menne of Butternut Goldens. It was a match made in heaven. "(Becca told me), 'If God were to send to me a sign we needed to move someplace, it would be a truckload of goldens,'" Doug Worple said.In no time, their idea about a golden retriever “happy hour” began to take some serious shape. And especially thanks to the Butternut Goldens.  "Collectively both of us wanted to do something like this but they didn't have a place to do it and we didn't have enough goldens," Doug Worple said. "But together we could make it happen."At the moment, their “happy hours” are sold out until Dec. 17, but the Worples have plans to extend the dates to April, giving everyone a chance to enjoy this experience. The one-hour experience runs on Fridays, Saturdays and Sundays and costs $75 for adults and $50 for children."People are so happy when they're here, they have this childlike joy on their faces," Worple said. "People cry because they're so happy."What about you? Who knew that calendars featuring gigantic cats could be such a hit! Last year, the Pacific Northwest-based U.S. military personnel issued their own calendars which featured enormous kitties that oversaw construction projects making a seemingly ordinary calendar - a ton of fun. Needless to say, their hilarious (and completely free) calendar went viral, so they wanted to repeat last year’s success. This year, however, the Portland branch of the US Army Corps of Engineers, which is based in Oregon, decided to “branch out”, and their new yearly 2024 calendar will feature gigantic doggos as well. This was a logical follow-up to their viral social media campaign of the previous year, when kittens stole the show. The personnel of this military branch handles tough civil works in the whole of Oregon and southwestern Washington, so a bit of lighthearted humor really goes a long way for them. Their staff got the idea of superimposing photos of cats and dogs into quality landscape photos of the most important public infrastructure projects that the teams were involved with. The idea was an instant hit. And now, their 2024 calendars in both cat and dog editions can be freely downloaded in a PDF format, allowing quick and easy printing. You can find the dog calendar here and the cat calendar here.“This product was created to tell the story of our district and what we do in a way that’s actually enjoyable for the average member of the public,” Portland district spokesman Chris Gaylord said. Mr. Gaylord further said that the whole project was their effort to portray an otherwise rough and industrial work in a more entertaining light. And it is also a way for the workers to get some steam off as well. After all, they are busy throughout the year, operating more than 700 dams and 12,000 miles of inland waterways. “It was really so inspiring to see how much joy this little product brought to people all over the world,” Gaylord said, after their first calendar “won over the internet”, getting an incredible 530,000 downloads on their website. To make matters even more memorable, the photos of the pets are from the employees themselves! Gaylord received almost 750 photos from 150 workers. Choosing just a few to include in the calendar was no easy task. But to make everyone satisfied, a page at the end of the calendar includes a grid with most of the pets that did not make it onto the big pages. Scientists Found a New Type of Training that Makes Dogs Better Behaved

Training a dog can seem intimidating, and doesn’t always yield the expected results. Luckily for all dog owners out there, a new study has found another way to train your four-legged companion. Scientists at Aberystwyth University, located in Wales, United Kingdom, have discovered that scent training could improve pet dogs' behavior. The study shows that pet dogs trained to detect scents have a better mental ability and capacity to carry out certain tasks.Previous research only compared highly trained working dogs, like assistance dogs or search and rescue dogs, with untrained pet dogs. Now, for the first time, the researchers have tested the effects of scent training on two groups of untrained dogs. A research team from Aberystwyth University led the study in collaboration with Emma Stoker, owner of Puppy Plus, a dog training company based in Newton, Wales.The study involved 40 dogs of varying degrees of training, whose owners were asked to fill out a questionnaire with basic information about their pet. Researchers gave the dogs two tasks, both requiring impulse control. In the first test, called the “detour task”, the dogs needed to navigate a transparent barrier to get food. The second “A not B task”, tested the dogs’ ability to switch their choice from one pot to another, depending on where food was placed. Researchers separated the dogs into two groups to see whether their ability to detect scents would improve their cognitive ability. The dogs in the first group were given the “detour task” and had to navigate around a transparent barrier to get a treat. In the second group, the researchers said “Look” to the dog to get its attention and then showed it a treat before hiding it under a pot. Dogs in the second group underwent scent training, separated into three phases - familiarization, training, and test phase. In the first phase, only one pot was used. In the training phase, two pots were used, and in the final, test phase, three pots were used.Pate scent was rubbed on all pots to make it harder for the dogs to sniff out where the treat was hidden. If the dog didn’t respond within 20 seconds of being released to find the treat, or if it picked the wrong pot, the dog was shown the treat but wasn’t rewarded. Researchers discovered that dogs who received scent training performed the tasks more efficiently than those who weren’t trained. The study also showed that scent training improved dogs’ inhibitory control and helped them focus on completing a specific task. What’s important for dog owners to know is that poor impulse control is believed to be the main cause of a lot of unwanted behaviors in dogs, such as house soiling and destructive behavior. This new study suggests that scent training could help owners improve their dogs’ behavior. Dr. Sarah Dalesman, the co-author of the study, said: “This research shows that dogs that train primarily in scent work have stronger inhibitory control, suggesting that this training can have a positive effect on their behavior.”“Scent training is offered by a lot of dog trainers, and easy to practice at home. It might offer a great way for owners to improve their pets’ behavior, and we’re aiming to test this theory in future studies.”If scent training isn’t compatible with the way your pup learns, you can try agility or puzzle training. Puzzle training provides mental and physical stimulation and can come in handy when a dog needs to stay home alone or confined. Agility training is another option.
